HERO Act Application
Does the HERO Act apply to only those serving in the military? Is there any provision that allows a civilian serving in support of the military in a combat zone to take advantage of the contribution flexibility called out in the act?

No. Civilian employees do not qualify for combat pay or the HERO Act.
But they probably get paid alot more than enlisted personnel.
