IRA Bene Hasn’t Taken Distributions in 7 years – Options?

IRA owner died in the year 2000 and his daughter was the sole beneficiary. The account is still at the brokerage firm where the original IRA was set up and it is currently titled as an inherited IRA. However, the beneficiary has taken no distributions to date and has inquired as to what her options are? What type of tax penalties is she facing for failing to take any distributions to date? Is stretching the distributions over her lifetime still an available option or is she stuck with having to pay taxes on the full distribution, plus any penalties that the IRS imposes? Any suggestions or feedback on what to advise would be greatly appreciated.
