Schwab won’t roll and stretch with another IRA custodian

[/b]Grandpa died and grandma rolled his IRA into her IRA. Grandma then dies with a $210K IRA with Charles Schwab as custodian. Grandma’s daughter wants to move the funds to an insurance company annuity FBO of grandchildren using an inherited IRA, stretching the rmd’s over the grandchildren’s lifetime.

Schwab says they won’t do an inherited IRA to a different custodian. Schwab say they’ll either lump sum the funds, (taxable), or Schwab will be the custodian for the inherited IRA.

Can Schwab prevent a stretch to another custodian?
