If a persons RMD this year is $5,000 and they have that amount sent directly to a charity, does that satisfy their RMD?

Yes, as long as the charity is qualified. For example, a donor advised fund is not qualified under Sec 1201 of the PPA. The distribution cannot be done before the person actually reaches age 70.5.
A check made out to the charity by the IRA custodian and forwarded or hand delivered will qualify. The check CANNOT be made out to the IRA owner. Of course, because the distribution will not be taxable income, there is no itemized deduction for the contribution.
