Roth Conversion and Roth Contribution in the same year

Can you contibute to a Roth IRA in the same year you complete a Roth Conversion?

Yes.
These are separate and unrelated Roth contribution types. Just be sure to tell the IRA custodian which contribution type it is because there are different tax rules and different income qualifying rules for regular vrs conversion contributions. The custodian reports to both you and the IRS on Form 5498 which type contribution you have made.
