403(b) to IRA?
Can a person who has a 403b (the current vendor is not associated in any way with his employer) that came from a 9024 transfer who is not yet 59 and is still working for the same employer and is still participating in his employer’s 403b plan, transfer the non employer 403b to an IRA on a tax free basis?

No, however you may be able to find a company that will take it to another 403(b) (most will not).
