New 403(b) Requirements for Churches?

It’s my understanding that churches will have to comply with new requirements as of January 1, 2009, if they offer a 403(b) for church employees or self-employed ministers. Having a written plan (similar to 401(k) Summary Plan Description) is one of the requirements and this makes having a Third Party Administrator (TPA) highly recommended. Where can I find TPAs with current church experience in CA, AZ, and NV?
