Roth Eligibility in 2010
I know in 2010 the income limits are removed for conversions. Does this also apply for new deposits (I would asume so because a person could deposit into a traditional, then convert. However this would indicate government intelligence)

No, the MAGI limit for contributing to a ROTH IRA will remain after 2009.
You are correct that you can make an after tax contribution to your TIRA and the next day convert that to a ROTH IRA.
