Is it possible to rollover just part of your 401k into an IRA? So, if you wanted to use a little of your 401k money to invest in something else while the stock market is down, could you do this?

It depends on your plan whether they will distribute partial amounts and when they will do it. Most plans will not offer non hardship distributions until you separate from service or possibly when you reach age 59.5.
