If someone turns 70 1/2 in 2009, do they all get till 4-1-10 to take the RMD based on RBD?
or
If they turn 70 1/2 before 4-1-09, do they have to take the RMD before 12-31-09?

The year in whch someone turns 701/2 determines the year for which the RMD is due. The RBD is April 1 of the following year no matter what part of the year this occurs. Of course two RMDs will be due in the year that a first RMD is delayed up to April 1.
