New law HR 7327 is moving through Congress. RMDs in 2009 will be suspended. I wonder if 2008 RMDs delayed to 4/1/2009 will be suspended.

No, 2008 RMDs are unaffected under this bill. That includes 2008 RMDs for which the RBD is 4/1/09. Those that have been delaying their 2008 RMD to this point are now better served by having the RMD distributed.
While you could most likely use the speculation over 2008 RMD relief as a “reasonable cause” to delay the 2008 RMD to 2009 and then request a waiver of the penalty, your bracket in 2008 should probably be higher to warrant taking that risk.
