If he turns 70 in December of 2008 this his RBD is in 2009. Because RMDs are waived for 2009, he wont be required to take an RMD at all for 2009.
He will be required to take an RMD for 2010, and will not be allowed to defer to April 1st of 2011 because it is not his actual RBD year, so his first RMD will be due by Dec 31st of 2010 and the second one by Dec 31st of 2011.
