Transferring IRA or SEP to Spouse
A lawyer has informed a client of mine that he can move assets such as his IRA or SEP out of his name and over to his wife while married.
I feel this can only be done (without tax) through a divorce-driven QDRO.
Is there any other way this can be accomplished in a tax favorable means outside of divorce?

You are correct. A divorce settlement is the only way a retirement account can be transferred to a former spouse while the owner is alive.
