Not unless the beneficiary is the surviving spouse. A non spouse IRA beneficiary cannot convert to a Roth, despite the fact that a non spouse qualified plan beneficiary CAN convert to an inherited Roth IRA. Perhaps this inconsistency will be changed in the future.
