Transferring part of an existing IRA rollover

I have an existing IRA rollover acct at Vanguard. I want to transfer only part of the money to a new IRA rollover at Ally Bank. Is this permitted?

Sure. Initiate the transfer at the new custodian. Ally Bank does not currently offer IRAs.
