Spousal Roth Income Contribution Rules

Can a non-income earning spouse make contributions to a ROTH in the same manner as a traditional spousal IRA with no income? If not, please explain (no need of discussion on income limits or minimums).

Yes, the same spousal contribution rules apply to Roth IRAs as they do to traditional IRAs. Only one spouse has to have the sufficient earned income for the contribution. And Roth contributions do not stop at age 70.5 as is the case for TIRA contributions.
