It was 12/31/2010 if done by direct transfer. If done by indirect rollover, the distribution from the TIRA must have been taken by 12/31 and rolled into a Roth IRA within 60 days of reciept, so is that case the actual Roth deposit could have been made as late as February , 2011.
The short answer is 12/31 though. 4/18 only applies to regular IRA contributions.
