An individual mails a 2010 IRA contribution on 4/15/11, we receive it on 4/20/11, but there is no postmark on it. Can we still accept it? What if we receive a letter of attestation from the client?

Also, would it make a difference if the envelope was mailed through the US Military and not through the USPS?
