Can an IRA owner have a stock within the IRA distributed in-kind (to be deposited to a joint account), and be treated as a distribution for their RMD?

Yes, this can be done. The cost basis fro the asset distributed as an RMD will be the fair marke value when distributed – that amount will be reported on the 1099R.
