Not if the rollover is an in plan Roth rollover (eg pre tax 403b to Roth 403b). If the rollover was to a Roth IRA, then it can be recharacterized under the same rules as a Roth IRA conversion, but the funds will transfer to a traditional IRA, not back to the 403b.
