Roth conversion

Can 403b money that has been converted to a Roth be recharacterized following the same rules as Roth to IRA?

Not if the rollover is an in plan Roth rollover (eg pre tax 403b to Roth 403b). If the rollover was to a Roth IRA, then it can be recharacterized under the same rules as a Roth IRA conversion, but the funds will transfer to a traditional IRA, not back to the 403b.
