WindFall impact on a beneficiary

I am aware of the Windfall provision and the impact on a Teacher. But here is my question….

Teacher dies and her husband now gets 60% of her monthly pension. He also has received S.S. for 8 years. Is there any impact on his SS with being the beneficiary?

No. The WEP does not apply to survivor benefits. See http://www.ssa.gov/pubs/EN-05-10045.pdf

Correct WEP does not apply. Does not GPO, Government Pension Offset, apply?  Meaning there will be a reduction in Social Security for the widow[er].
