Husband is 70 and has just begun taking SS payments. Wife is 68 an is deferring her SS until 70. Now that he’s begun payments, is wife eligble for spousal benefits while still deferring her payments?

Yes, after 66 she is eligible to apply for a spousal benefit now that the husband is receiving benefits. Her benefit would be 50% of his normal (age 66) retirement age benefit, not 50% of what he is receiving now.
