Roth IRA distributions are considered as contributions coming out first, correct? And the contributions are always tax free and penalty free no matter the age or time in the account?

Yes, correct. Regular contributions come out first, conversions second. Conversions held less than 5 years and prior to age 59.5 are subject to 10% penalty.
