BackDoor ROTH IRAs
It is not stated in statute……However, how long should an individual who has contributed to an annual non-deductible IRA wait before that contribution is converted to a ROTH-IRA?

There is no reason to wait for any length of time before converting. The sooner the conversion takes place, the less likely the contribution will generate earnings that would be taxable when converted. I know that a couple tax attorneys have voiced a concern that the IRS could look at this as an illegal step transaction, but the IRS has never even hinted at such an interpretation. And if this did become a concern, the IRS would not require conversions already done to be recharacterized, they would just make an announcement going forward regarding any restrictions. The current tax code fully supports conversions of non deductible IRA contributions.
