Max 401k and 457 same employer

I have a 71 year old, still employed as a police chief. He has a 401k with match, and a 457 employee deferral plan. Can he max the $23,500 employee deferral into each plan or is that a combined amount for all plans with the same employer, up to the $52K limit?

Elective deferral limits of 23k are separate for the 401k and 457. The 415(c) annual additions limit of 52k plus catch up applies only to qualified plans, ie the 401k, not the 457.
