RMD requirement for spouse
Am I correct that there is a special RMD rule for situations in which the IRA owner dies in the year during which he turned 70 ½.
If his widow rolls over the IRA into her IRA and she is younger than 70, does the RMD have to be taken for the year in which her husband died?

No, because husband passed prior to the required beginning date, and no RMD is required for the year of death when owner passes before the RBD.

Husband turned 70 1/2 in Apr 2016. If he dies before the end of 2016, does his widow have to take his RMD?

She does not. And if he passes in 2017 prior to 4/1, the widow also does not have to take either his 2016 RMD or his 2017 RMD. Per IRS Reg 1.401(a)(9)-3, Q 3.
