In service Govt 457 rollover to IRA permitted?

Is it possible for an in-service governmental employee to rollover his 457 account balance over to an IRA?

457 plans may permit distributions/rollovers to still employed participancts only after age 70 1/2 or for unforseablee emergency withdrawals as defined by the plan
