After Tax 401k to Roth 401k Transfer

Does one need to consider Traditional IRA values when determining how much tax is owed on an in-plan conversion of After-Tax contributions to a Roth 401k?

No. The funds are not goint through a TIRA, they are going directly to a Roth IRA. However, the amount of gains on the after tax contributions in the 401k plan must be considered.
