No. Upon the owner’s death, the IRA is maintained for the beneficiary and the beneficiary must have reached 70.5 before they can do a QCD per Sec 408(d)(8), notwithstanding that the year of death RMD was for the decedent and the decedent could have done a QCD before passing.
