Yes, you can. As long as you have earned income (or a spouse does) and are not yet 70.5, you can make a non deductible TIRA contribution.

You could do an additional $36,500 of non-deductible contributions to a solo 401(k) right? Then do an XL Back Door Roth?

Yes, if the solo K form allows after tax non Roth contributions.
