No, that waiver only applies to 10 year rule beneficiaries and certain successor beneficiaries subject to the 10 year rule. The estate, or beneficiaries of inherited IRAs if assigned out of the estate to the estate beneficiaries, will have to make up the missed 2023 RMD and file Form 5329 to request the penalty waiver.
