History of age 70.5 as an RMD?

I’ve read Rob Portman being quoted as saying that age 70.5 as an RMD age hasn’t been updated since the ‘60’s.

Since IRAs didn’t exist prior to 1974, and IRA RMDs at 70.5 didn’t exist until 1986, I can only assume that Portman was referring to 70.5 existing as a RMD in some other retirement context in the ‘60’s, but I can’t find any detail on what he’s referring to.

My best guess is pensions? Any info – particularly citable info – would be most appreciated.
