2020 RMDs, first IRA money withdrawn in 2020: can it be rolled over or converted to Roth?
Normally, the first money withdrawn from an IRA each year when you’re age 70-1/2+ is considered RMD and cannot be rolled over or converted to a Roth IRA. In 2020 can the first money out be rolled over or converted?

Yes, because the distribution is not an RMD. Similarly, there is no timing consideration for QCDs. A conversion could be done first and a QCD done later if desired.
