ROTH IRA

if you convert traditional IRA TO ROTH IRA at age 71 do you have to wait 5 years before withdrawing partial funds in 2 years

No. You do not have to wait any time to take a distribution, but distributions in excess of the converted amount will be taxable until 5 years has passed. There is no tax or penalty on distributions up to the converted amount.
