Bank neglected to convert to Roth.

I filled out the paperwork / application at local branch to convert existing traditional IRA to Roth IRA.For the following 4 years I paid necessary taxes. But I don’t have a Roth IRA.I have customer carbon copy of the paperwork/application,and I have copies of my tax returns for the 4 years, showing that I paid the required tax. After all these years,is it possible to have this converted.? Obviously I don’t want to have to pay tax again.

Please post to your original thread where there are responses. But you might confirm there whether this conversion was in 1998, the only year in which conversion taxes could be paid over 4 years.
