New Beneficiary IRA Rules

Hello does the 10 year window to liquidate a beneficiary IRA start from the date of death, or from the date it’s transferred into the beneficiary’s control?

Also, if someone inherits an IRA that was under the old rules of an annual requirement, does it continue with that, or revert to 10 years from the date of the answer of the first question?

The 10 year rule starts on 1/1 of the calendar year following the year of death. If a pre Secure Act beneficiary passes after 2019, the successor beneficiary will generally be subject to a new 10 year rule, so the annual RMDs would stop following the year of the first beneficiary’s death.
