Not as a rollover because an RMD is not eligible for rollover and a conversion is a two part transaction, first a distribution and then a rollover. If an RMD is converted, the RMD is still satisfied, but the conversion becomes an excess Roth IRA contribution which must be removed adjusted for gain or loss.
