What is the SEP-IRA deadline in a disaster area if you did not file extension?

I am in California under an affected county. I did not file an extension, do I still have until October 16, 2023 to open and fund a SEP-IRA for 2022?

For those in an affected area, the deadline to make a SEP-IRA contribution is the revised tax-return filing deadline, October 16, 2023.
From IR-2023-33:
“Disaster-area taxpayers in most of California and parts of Alabama and Georgia now have until Oct. 16, 2023, to file various federal individual and business tax returns and make tax payments.”
and
“Among other things, this means that eligible taxpayers will also have until Oct. 16 to make 2022 contributions to their IRAs and health savings accounts.”
