Can a QCD from one IRA (which exceeds the RMD for that particular IRA) be used to offset an RMD from another IRA held by the same taxpayer?

Yes, the RMD for one of your traditional IRAs is permitted to be satisfied with a distribution from a different one of your traditional IRAs. With respect to satisfying the RMD, it makes no difference whether or not that the distribution is a QCD.
