As far as the IRS is concerned, a 403b can be stretched under the same rules as an IRA, but the plan may not offer that stretch to beneficiaries, forcing them to transfer the assets to an IRA and then stretch the IRA.
Plans that accounted for pre 1987 accruals also are not subject to RMDs on the pre 1987 amounts until age 75.
