If you are using the same IRA custodian, they should be able to just transfers the fund shares into the Roth IRA if you wanted to maintain the same investments, but if you wanted to change investments it would not matter if you changed investments before or after the conversion.
If you are changing the IRA custodian, certain proprietary products may not be acceptable to the new IRA custodian, and in that case you would have to sell them in the first account and then convert cash to the Roth before purchasing new shares in the Roth.
