rolloversto 72t
Can all old 401ks be rolled into one IRA and a 72t program be established with that total or can the 72t only be established with the last active 401k?

A 72(t) calculation can be made for one or a group of IRAs. It is usually best to determine the amount of income needed, and carve out an IRA for that amount, leaving the balance in a separate IRA for a future distribution or new 72(t). But yes, they can all be combined into an IRA (assuming separation from service or some other qualifying event).
