can a roth IRA conversion be made in lieu of a regular IRA distribution?



I think you mean in lieu of an RMD. No, an RMD is not eligible for rollover and a Roth conversion is treated as a distribution and rollover. Someone with an RMD requirement should first take the RMD, and then convert an additional amount from the traditional IRA. Since the first distribution is deemed to be the RMD, it should always be done prior to any conversion.
