Is it okay for a self-employed individual to have a Uni-K program to which they contribute and participate in TSP through part-time government employment as long as they don’t exceed the maximum deferral limitation? What is the 2007 limit?

Yes. 2007 deferral limits 15,500 plus 5,000 catch up. Same for 2008.
