403(b) to IRA transfer
I have a client who is interested in moving some of her 403(b) funds in a mutual fund to an IRA she has. She is currently employed as a teacher in a school district. I know there are restrictions on 90-24s from 403(b) to 403(b), but how about 403(b) to IRA?

90-24s are pretty much non-existant under the new 403(b) regs. She must have a qualifying event to move it to an IRA, such as reaching age 59 1/2 or terminating service.
