Yes.
IRA agreements defer to state laws with respect to who is the legal financial guardian of a minor entitled to receive IRA RMDs or other distributions. This may include the custodian of an UTMA/UGMA account which is a form of trust or a Special Needs Trust if child is disabled, but a formal trust is not an absolute requirement.
