Does B maintain that even a spouse cannot assume ownership? If they agree that a spouse can assume ownership or roll it over and just need proof of marriage, perhaps they would accept a copy of the 2007 tax return. Other than that, perhaps a signed affidavit.
This custodian must have had a bad experience relating to this, since this seems like a bizarre problem.
The basics of spousal options are on p 20 and 21 of Pub 590.
Or —- do they want actual IRS Regs cited too?
And perhaps custodian B is making A look not so bad 🙂

Just wanted proof of marriage. Tax return excellent idea.
