IRA contributions for Union’s?

Yea, I am working with a union hall in southern ohio and they are interested in doing a group annuity for there members. We have contacted numerous companies and they all lean toward a 401(a) plan BUT the expenses and administration fee’s are extremely high ( per particpate fee’s, opening fees,etc…). The local is made up of 750 members and the local was wanting to put a dollar a hour per employee into a plan, which equals to around 1.5 million a year into the plan. We were wanting to know if it was feasible for us to have the union put that money into 750 individual IRA’s, which would be more flexible and beneficial to the the employees. If you could please give us some insight on this topic.
