TERMINATING AND RESTARTING A 401K PLAN

Can you please tell me if an employer has an established 401k plan can the employer terminate the plan, distribute the assets to the employees and immediately start another 401k plan with no waiting time?

Generally , you cannot adopt a new [url=http://www.retirementdictionary.com/Defined-contribution-plan.htm%5Ddefined contribution[/url]plan until at least 12-months after terminating the 401(k) plan. An exception applies to ESOPs.
Is there any particular reason why the employer wants to do that?
