Roth Conversion & Roth Contribution in same year
can a person do a roth conversion (assuming under $100K AGI) and then do a roth ira contribution (if the conversion takes them over the $150K AGI limit) too…. does the converstion amount negate the ability to do a Roth IRA contribution that year?

No, the conversion will not add to the modified AGI for regular Roth contribution purposes.
See Roth modified AGI definition in Pub 590, p 60.
